Jakarta, 6 May 2024 – PT Danareksa (Persero) (“Danareksa SOE Holding”) together with one of the Holding members, PT Perusahaan Pengelola Aset (“PPA”) fully supports the investment in the development of the Batu Ampar Container Terminal (TPK) port in Batam operated by Persero Batam to become an international transshipment port . The development of TPK Batu Ampar will modernize Batu Ampar Port from a multi-purpose Terminal to a Container Terminal, so as to create economic value and support Batam Island to become one of the main nodes of world trade.
As a realization of the transformation of TPK Batu Ampar into a transhipment port, today (6/5), a Signing Ceremony was held for the TPK Batu Ampar Container Yard Development Project at the TPK Batu Ampar field, Batam. The event was attended directly by Deputy for Maritime Sovereignty and Energy Coordination of the Coordinating Ministry of Maritime Affairs and Investment Jodi Mahardi, President Director of PT Danareksa (Persero) Yadi Jaya Ruchandi, Investment Director 2 of PT Danareksa (Persero) Rizwan Rizal Abidin, President Director of PPA Muhammad Teguh Wirahadikusumah, President Director of PT Waskita Beton Precast Tbk FX Poerbayu Ratsunu, President Director of PT Nindya Beton Okven Ronaldo, Director of PT Persero Batam Arham Sakir Toriq, representatives of officials of ministries and regional institutions, as well as a number of associations and service user companies.
President Director of Danareksa SOE Holding Yadi Jaya Ruchandi said, “Danareksa SOE Holding, which is the only transformation and investment holding in Indonesia, provides strategic support and direction to PPA to optimize the restructuring and revitalization process of Batam Company. The signing of the Batu Ampar TPK development today is one proof of the realization of the transformation carried out by the Danareksa SOE Holding at Persero Batam which prioritizes synergy between the BUMN ecosystem and the local government, so that all parties can play a role in value creation, and have a positive impact on the economy and social in Batam Island and Indonesia at large.”
PPA President Director Muhammad Teguh Wirahadikusumah said, “PPA as the recipient of the Special Power of Attorney mandate from the Minister of SOEs carries out a comprehensive revitalization of Persero Batam in order to strengthen its strategic role as an integrated logistics terminal operator that contributes to improving regional and international supply chain connectivity. The development of TPK Batu Ampar operated by Persero Batam is a concrete step of PPA to support the provision of sustainable infrastructure, increased productivity, increased connectivity, logistics cost efficiency, and international standard services.”
Investment plan for the development of TPK Batu Ampar on an area of ??32 hectares which will modernize the port with Quay Crane equipment, Rubber Tyred Gantry, container yard construction, reclamation and construction of the north pier, as well as the operation of an international standard container terminal.
The development of TPK Batu Ampar will be carried out in stages since November 2023 by operating one unit of ship-to-shore (STS) crane and two units of harbour mobile crane (HMC) to serve the loading and unloading process of container ships. This step has brought a significant positive impact where loading and unloading productivity has increased from 8 boxes per hour to 24 boxes per hour, thus pushing an increase in the efficiency of ship berthing time from 3-5 days to only 1 day.
“At the end of March 2024, Persero Batam recorded a new history by inaugurating the inaugural voyage of the ship “Maiden Voyage MV SITC Hakata Voy 2407N” directly (direct call) with the Batam-China international route. With the pattern of direct export or direct call from Batam, logistics costs are estimated to be more competitive up to USD 600 per TEUs,” said Teguh.
Furthermore, through the development of Phase 2, container terminal capacity will be increased from the previous 600 thousand TEUs/year to 1.6 million-2.1 million TEUs/year by 2028. The total investment value of TPK Batu Ampar development is estimated to reach around Rp3-4 trillion.
For information, Batu Ampar Port is located in the Strait of Malacca and Singapore which is one of the main routes of world trade routes. In 2022, the volume of container traffic passing through the Strait of Malacca was recorded at 66 million TEUs, so that Batu Ampar Port has the potential to become an international Transshipment Port that makes Indonesia one of the centers of the world’s maritime trade and shipping industry.
In addition, Batam has advantages as a Free Trade Zone (FTZ) and Special Economic Zone (SEZ) where investment and economic growth in Batam have great potential. Throughout 2023, Batam’s economic growth will grow 7.04%, supported by infrastructure development that further facilitates access and business processes in Batam, one of which is the strategic project to develop Batu Ampar Port.
Yadi revealed, the development of TPK Batu Ampar with the potential for trade traffic in the Strait of Malacca is certainly a strong attraction for investors to be able to partner with Persero Batam. Currently, Persero Batam has succeeded in obtaining non-binding offerings from a number of potential partner investors and is being followed up through a due diligence process.
“We hope that the development of TPK Batu Ampar will open the door to more opportunities and economic growth in the Batam region. Therefore, Danareksa SOE Holding through PPA opens opportunities for cooperation with strategic partners to jointly realize the new era of Batam as one of the world’s trade and industrial centers,” Yadi concluded.
PT Danareksa (Persero) is a transformation specialist SOE Holding that is wholly (100%) owned by the Government of the Republic of Indonesia through the Ministry of State-Owned Enterprises (BUMN). PT Danareksa (Persero), which has more than 45 years of experience, was appointed as a SOE Holding through Government Regulation (PP) Number 113 of 2021 which currently oversees several subclusters, namely financial services, industrial estates, construction services, and media and technology.
In 2022, Indonesian SOE Minister Erick Thohir launched Danareksa SOE Holding as the first transformation specialist SOE holding in Indonesia to manage cross-sector SOEs on July 20, 2022 based on Republic Government Regulation No. 7 of 2022 concerning the Increase of State Capital Participation of the Republic of Indonesia into the Share Capital of the Company (Persero) PT Danareksa. The addition of PMN to Danareksa share capital came from the transfer of all Government shares to 10 SOEs, namely PT Nindya Karya, PT Kliring Berjangka Indonesia, PT Kawasan Industri Medan, PT Kawasan Industri Wijayakusuma, PT Kawasan Industri Makassar, PT Kawasan Berikat Nusantara, PT Balai Pustaka, PT Perusahaan Pengelola Aset, PT Jakarta Industrial Estate Pulogadung and PT Surabaya Industrial Estate Rungkut.
